MEPs support the revocation of Vanuatu's visa-free arrangement with the EU due to security concerns over the country's citizenship-by-investment scheme.
MEPs in the Committee on Civil Liberties, Justice and Home Affairs back a proposal to revoke Vanuatu citizens' visa-free access to the
Schengen area due to security concerns.
The proposal was approved with 62 votes in favour, 1 against, and 2 abstentions.
Security concerns over Vanuatu's citizenship-by-investment programme prompted the move, as according to MEPs the scheme does not include robust
background checks or even require the applicant to be physically present on Vanuatu.
This would be the first time that the EU would use the suspension clause in its visa exemption rules.

Rapporteur Paulo Cunha (EPP, Portugal) said:
"Vanuatu has been facilitating the selling of its citizenship and abusing the European Union's trust.
Its citizenship-by-investment programme poses a security threat to the EU, as applicants do not even need to be physically present in Vanuatu,
and due diligence checks are insufficient.
Also, Vanuatu has continued to issue visas to Russians even after the invasion of Ukraine.
For these reasons, cancelling Vanuatu's visa exemption is a proportional and justified decision."
Next steps
The proposal will be tabled for a vote at the November 25 - 29 plenary session of the Parliament.
Before it can enter into law, it needs to be approved by both Parliament and the Council of the EU.
Background
Nationals of the Republic of Vanuatu enjoyed visa-free access to the EU area for 90 days in any 180-day period due to a visa waiver agreement
signed in 2015.
The European Commission has sought to address these security issues with Vanuatu through dialogue since 2022.
In March 2022, the Council adopted a decision to suspend the application the visa exemption, and in May 2024, the Commission proposed
to permanently revoke it.
